About Health Science Associates
Health Science Associates (HSA), a Veteran Owned Certified Small Business, is an Industrial Hygiene, Safety and Environmental consulting and technical organization which is dedicated to providing specialized services in the occupational and environmental health and safety field. HSA's industrial hygienists and safety professionals have a long record of success in finding and alleviating health and safety hazards in the workplace, residences, professional and commercial office buildings, industrial facilities, academic institutions, hospitals and medical centers, et .al. HSA's staff longevity has allowed us to provide our long term clients with consistent staffing for their needs. Several clients have relied on the same HSA professional to perform their annual inspections for over 12 years. This continuity ensures that the proper inspections, surveys and services occur even when the client has had staff turnovers.
HSA is a multi-service occupational and environmental health and safety firm providing a wide range of consulting and technical services. The firm performs its work for industrial, commercial, governmental, association, professional, insurance, legal, community and academia clients.
Mr. Spielman has managed the development, growth, and delivery of HSA's services and continues to do so. The company has grown on the basis of reputation and referral (with minimal marketing) to a peak employment level of 80 people, including a Branch Operation in Northern California and recently added amn office in the state of Washington.
The areas of HSA's (and Mr. Spielman's) activities and expertise are enumerated below.

Considered to be a pioneer in the Industrial Hygiene industry, HSA's president, Howard B. Spielman, PE, CIH, CSP, REHS, has more than 40 years of experience performing IAQ, health and safety reviews.
He was a member of the Cal/OSHA Advisory Committee that drafted California's first standard for control of occupational exposure. He also provided input for legislative hearings that led to California's prohibition of asbestos in sprayed-on construction materials.
Mr. Spielman has taught the "Managing and Controlling Asbestos Contamination/Exposure" course and significant portions of the AHERA Building Inspector and Management Planner courses offered by the University of Southern California's Institute of Safety and Systems Management. He also teaches HSA's in-house course which is equivalent to the AHERA supervisor course and OSHA competent person training.
Mr. Spielman serves as a consultant for a variety of clients and has prepared numerous specifications for removal, renovation work and maintenance activities. He also provides consultation to the legal profession and has been an expert witness in a variety of cases.

Joel I. Berman, is Vice President of Health Science Associates, a full service Industrial Hygiene and Environmental consulting firm. Mr. Berman is a Certified Industrial Hygienist (CIH), a Certfied Safety Professional (CSP), and a California Certified Asbestos Consultant (CAC). Mr. Berman has also added the Certified Indoor Air Quality Manager (CIAQM) designation to his list of certifications. His duties include project oversight of HSA's professional and technician staff, project set-up, field investigations, report writing and review, etc. He has a BS in Business Administration with an option in Marketing from Long Beach State.
Mr. Berman has been employed with HSA since 1985. He has performed various duties with HSA: technician; project manager; Industrial Hygienist; Director of Health and Safety Services; and Vice President. He has provided consulting to HSA's clientele on various health and safety issues including, but not limited to: asbestos; radon; mercury; indoor air quality; safety evaluation; program management; and in the Southern California area is a well known and respected expert witness in various areas of practice, including fungal contamination issues.

At HSA, Ms. Jones functions as Vice President and is responsible for technical management and quality control. She supervises the work of professional staff assigned to implement Industrial Hygiene sampling strategies designed by either herself or others. As a management consultant, Ms. Jones will also review client Industrial Hygiene and Safety programs to ensure that they are complete and that they meet or exceed the requirements set by Cal/OSHA; review and prepare client material safety data sheets (MSDSs); and provide professional training.
Previously, Ms. Jones developed and directed HSA's fully accredited industrial hygiene laboratory for thirteen years. Under her direction the laboratory went from a single person laboratory to a staff of 30 full-time chemists operating seven days per week/18 hours per day. Certifications and accreditations, including full AIHA Laboratory Accreditation, State of California Drinking Water and Hazardous Waste Certification and National Institutes for Standards and Technology Accreditation in Bulk and Airborne Asbestos Analysis, were obtained under her direction. Currently, Ms. Jones is also a Site Assessor for the American Industrial Hygiene Association.

Ms. Fung received her MS in Biological Studies from California State University at San Francisco in 1979 and her BA degree in Physiology/Anatomy, from University of California at Berkeley in 1973. Her background includes the Department of Environment, Health and Safety, University of California at San Francisco where she was the Senior Industrial Hygienist. Ms. Fung supervised and technically supported the industrial hygiene staff in addressing environmental and occupational health and safety concerns of the employees of the medical center and teaching campus. Her accomplishments with UCSF include: Emergency Response Team member, development and management of the campus fume hood and emergency eyewash and shower testing programs; lead person for ethylene oxide sterilizer emissions controls evaluation and installation, for compliance with AHERA and Bay Area Air Quality Management District's Emissions Inventory Plan and Report; reviewer of construction drawings and plans for health and safety issues and consultant on a broad array of industrial hygiene and environmental concerns. She also worked for Kaiser Permanente in the Northern California Region Environmental Health and Safety Department as their Environmental Health and Safety Specialist. Additionally for the past seven years Ms. Fung has been HSA's primary resource in providing ergonomic evaluations for the City and County of San Francisco.

Mr. Wright prepares and reviews client asbestos and lead abatement control programs to ensure that they meet federal and state requirements. He performs asbestos related work including: site inspection and bulk sampling; sampling results interpretation; management plan preparation; program review; abatement specification preparation and/or review; designing abatement projects; providing project management and oversight of asbestos abatement projects; report preparation; and implementing the scope of work for abatement projects. Tasks include: oversight of soil remediation projects and Phase I Site Assessments, clearance monitoring and reports, and project review.
